Our Commitment to Transparency
Sponsor-A-Can is a Washington State 501(c)(3) public charity. We believe the communities we serve, the partners we work with, and the donors who support us deserve full access to the documents that govern our organization.
This page provides public access to our governing documents, board composition, tax-exempt status records, and contact information for governance-related inquiries. Federal law requires 501(c)(3) public charities to make certain documents available for public inspection — we exceed that requirement by publishing them online.
Governing Documents
- Articles of Incorporation — Amended 2026. Filed with the Washington Secretary of State. Defines our charitable purpose, board structure, and dissolution provisions.
- Bylaws — Adopted 2026. Governs our internal operations, board procedures, conflict of interest policy, and decision-making authority.
- IRS Determination Letter — Letter 947, issued April 23, 2026. Federally recognizes Sponsor-A-Can as a 501(c)(3) public charity, effective April 16, 2026.

Board of Directors
Sponsor-A-Can is governed by a Board of Directors. Our current board:
- Matthew S. Boisson — President & Founder
- Michael Boisson — Vice-President & Secretary
- Destiny Glaubitz — Treasurer & Director
Board members serve without compensation beyond modest stipends as documented in our annual filings. Sponsor-A-Can does not currently employ paid staff; all operations are conducted by the founder and board members directly.
Annual Filings
Sponsor-A-Can files an annual return with the IRS as required for 501(c)(3) organizations. Our fiscal year ends May 31. The first annual filing following our 501(c)(3) determination is due October 15, 2026, covering the fiscal year ending May 31, 2026.
Once filed, our most recent annual return will be linked here. Prior to formal 501(c)(3) recognition, Sponsor-A-Can filed Form 990-N postcards as a small tax-exempt organization.
Financial Practices
Sponsor-A-Can maintains transparent financial practices:
- All revenue and expenses are tracked through documented accounting
- Donations are processed exclusively through Square (no cash handling)
- County contract payments are received via direct deposit (ACH) and reconciled monthly
- Board members may review financial records at any time
- Annual financial review will be added as the organization scales
Conflict of Interest Policy
Sponsor-A-Can maintains a conflict of interest policy as part of our Bylaws. Board members are required to disclose any financial or personal interests that could conflict with their duties to the organization, and to recuse themselves from related decisions. This policy is reviewed annually by the board.
Contract Partnerships
Sponsor-A-Can operates under formal contract with Kitsap County (Contract KC-153-26, current term: January–June 2026). Our work coordinates with the Kitsap County HEART program and the Kitsap County Sheriff’s Office on encampment outreach and welfare response.
Public Inspection Rights
Federal law (IRC Section 6104) requires 501(c)(3) public charities to make the following documents available for public inspection at our principal office, and to provide copies upon request (subject to reasonable copying fees):
- Application for tax exemption (Form 1023 or 1023-EZ)
- Three most recent annual returns (Form 990 / 990-EZ / 990-N)
- IRS determination letter
By posting these documents online, Sponsor-A-Can goes beyond the legal minimum and provides immediate public access.
